It all points to JESUS, the Son of GOD. The unchanging and omnipresent Triune GOD knew, before He made the universe, on the fate of His human creation. He did act on it and revealed it to Isaiah.

You are right, Bigsky Buckeye! It does foretell JESUS’ mission to save the lost i.e. redemption of mankind. It is also one of the passages that showed JESUS bearing all our sins, once and for all. It reminded me of the song, “In Christ Alone.”
